Enable hardware accelerated H265 stream

DeskCamera supports hardware acceleration for H264 and H265 streams,
By default only H264 encoder is used, but user can switch to H265 if needed and if PC GPU adapter supports it. The complete system requirements are listed in this KB article https://helpdesk.deskcamera.com/kb/faq.php?id=1
Note: Streams which use H265 encoder would not work via ONVIF protocol. That streams could be used only via direct RTSP urls https://helpdesk.deskcamera.com/kb/faq.php?id=35
